According to international standard ISO/IEC-Guide51, the designer of the machine should foresee the accident, and prevent the accident as much as possible. In addition, ISO12100 which provides a general principle of the design requests the safety principle of 'State of the art' to the designer. That is, the machine is admitted "Safe" again through the document to judge, "Legitimate" in the age. A lot of international standards (individual C standard) have already been made to help making the document. Here is explained the developer of the service robot as an example about the responsibility of the engineers' safety.
