Indonesia is among the Asian countries facing the greatest waste management challenge. In the capitol city of Jakarta, the total amount of waste generation was 5,000 ton in 1995 and stands at 6,200 ton in 2007; 58% is generated in residential area. Many limitations hinder the government ability to provide the necessary service. In respond to these limitations, several communities decided to initiate waste efforts at local level. Such activity is known as community-based waste management or CBWM, where the community members manage waste-related activities. This study aims to identify the community system and activities of solid waste management at neighborhood level in Jakarta. There are two different types of community efforts currently dominate the CBWM in the city: one that was initiated by individuals or groups within the community and another that was encouraged by agents outside the community. The study showed that the community activities and system have brought many benefits, including economic & social benefit. Although similar, these two types operated in different system and resulted in different impacts to the community management system. There is a need to adjust how to address the problems faced based on the community system to allow maximum community benefit.
