This paper discusses the challenges and opportunities in an SOA-based approach for an e-localgovernment. An SOA-based approach is a rational approach to construct a flexible system for an e-localgovernment. The requirements to introduce an SOA-based approach to local governments are discussed to construct an SOA-based e-local government. The visualization of lines of business is required to introduce an SOA to the business. The visualization of e-local governments is empirically analyzed to demonstrate the requirements to an SOA-based approach for an e-local government. The centralization of information services is also empirically analyzed and the requirements to construct and to maintain an e-local-government system are outlined. This paper details the advantages of an SOA-based approach for the governance of knowledgebased society and for realizing open innovation. This paper also presents a possible solution to the outlined difficulties of e-local governments by using messaging networking.
