en years or so have passed since Japanese local governments began to incorporate performance measurement and related activities into their management practice. This study is an exploratory study of which objective is to grasp the current state of performance measurement in the local government in Japan. In doing so, study tried to examine the state of performance measurement in the city governments (including specialwards Tokyo) by utilizing results of a survey conducted by the author. In addition, special attention was given to the outcomes of performance measurement implementation and the problems of performance measurement systems. result of this study, significant findings were obtained such as the following; current performance measurement systems are effective in changing the mindsets of public employees and in pursuing improvementsat project level, while they are not very useful for changing the government-wide resources allocation; and significant number of city governments are not free from problems in terms of the quality of evaluation activities the evaluation capacity of public employees. Based on the analysis of this study, it is suggested that the key trends of performance measurement at local level in Japan might be "departure from project level evaluation, ""linking performance measurement with budget process, "and"departure from performance measurement."Whether such trends will be realized or not, depends on how local governments find and react to the problems of own performance measurement systems and what kind of work researchers in this field would be able to contribute.
