This paper reviews existing program evaluation concepts, proposes a new policy process as a comprehensive framework for all kinds of program evaluations. Based on the proposed framework, this paper examines the possibility of instituting a new budgeting process that would achieve the most effective way to produce the results, i. e., outcomes. The proposed new budgeting process utilizes the results of ex-post performance evaluations and program evaluations of existing programs.
