National governmental agencies started adopting policy evaluation systems with the enforcementof the "Government Agencies Policy Evaluation Law" passed in 2002. Among them, the Road Bureau of the Ministry of Land, Infrastructure and Transport has shifted toward use of an outcome oriented system. With an emphasis on user-oriented performance as its organizational principal, it has introduced new public management systems for road administration, which use performance measurement based on outcome indicators.<BR>The authors, who are also involved with the introduction of the Road Bureau's outcome orientedperformance management system, describe the Bureau's innovative approaches, together with relevant background and emerging problems.<BR>1) Start of performance management through setting of outcome indicators and publication of a Performance Plan and Achievement Report.<BR>2) Operation of the management cycle and use of evaluation results for subsequent measures andbudget requests.<BR>3) Development of the Guideline to Management of Road Administration.
