The purpose of this paper is to reconstruct evaluation for management in local government reform through deepening evaluation perspectives inherent in the current practice, in order to establish evaluation for strengthening local government management. The performance-focused evaluation perspective tends to produce four impediments that bring evaluation dysfunctions in local government; disregards of evaluation approach, evaluation results, needs assessment, and logical linkages between programs and outcomes. These will produce an unbalance between the original evaluation purpose and actual practice, and thus, lose an opportunity for utilizing evaluation results reflecting on evaluation purpose. On the other hand, the theory-focused evaluation perspective produces four advantages through logical verification of program theories: introduction of persuasive evaluation approaches, improvement of communication, strength of improvement-oriented evaluation, and identification of evaluation action and decision-making. The theory-focused evaluation perspective overcomes impediments inherent in the current evaluation in local government and promotes best match of evaluation purpose and implementation. Evaluation in local government leads to a further step toward focusing on utilization through establishing the theory-focused evaluation perspective.
