Strong winds in Japan are usually caused by typhoons.Basic design wind speeds intended for typhoons in and near the Japanese.Islands are proposed herein by a probabilistic method which is based on a Poisson process of typhoon bitting and several statistical quanfities of typhoons such as an annual rate of hitting, a distribution law of the pressure depth of typhoons and a relation between the maximum wind speed of a site and the distance from the site to a passing route of a typhoon.Expected speeds of friction free winds at a return period of50years are shown in Fig.8.
