Hiyoshi Dam is new dam completed in 1998, which was build to control the flood in the basin of the Katsura river and to respond to the demand of water use in the Keihanshin area. Here were some villages which had lived with Katsura river. And they had been sunken under the water of Lake Amawaka. But this history is not popular among the people of the lower reaches of the river. Lake Amawaka Art Project is huge scale installation work on the water. It shows the shape of the original villages with floating lights. It has brought sympathy and understanding among the people of basin of Katsura river for seven years. In this paper, firstly we showed whole process of this art project. Secondly we discussed its meaning and possibilities of this landscape installation work as the medium of social communications.
