APEC has launched a new stage of action for the past few years. In support of its original annual series of leaders and ministerial meetings, its senior official group has established three standing committees and ten work projects engaged in a wide variety of cooperation activities all year round. APEC announced the ambitious Bogor Declaration of achieving free trade in the region by 2010 and 2020 in 1994 and agreed upon Osaka Action Agenda, guideline for implementing the Bogor target.Throughout the year 1996 all member governments submit Individual Action Plans (IAPs) for their unilateral liberalization to be adopted at the Subic Leaders meeting and to be implemented from 1997.
