• The purpose of this paper is to examine two strategies for the nonproliferation of weapons of mass destruction (WMD);one"sanction"and theother"monitoring and inspection".Our main conclusions are as follows. First, there is a substitutive relation between sanction andmonitoring-inspection.We can prevent the proliferation of WMD through intensified sanctions or increased monitoring-inspections.Second, we can let monitoring activities decrease through the increased effectiveness of sanctions in preventing proliferation.Third, if increased costs of development of WMD sufficiently decrease inspection activities, monitoring activities can also be decreased.
