One of the most important environment problems negatively affecting human life is desertification. Desertification of the Huang River Basin, for example, has been progressing and seriously, having an adverse impact on the environment. One fundamental solution for desertification is planting trees. This must be done systematically, however, by using a macro engineering approach. This approach, especially as it concerns the macro management of tree planting, treats the forest as a social system—that is, social forestry—where the government plays an important role in addressing the problem of desertification. In this connection, host governments can use ODA assistance from Japan to achieve their project targets for preventing desertification. Consequently, a macro engineering approach has the potential to resolve this serious environment problem.
