The aim of this paper is " The framework of the environmental considerations in the development assistance of multilateral development banks is solved." The multilateral development banks were founded considering promotion of economic development of developing countries through the loan to them. Then they have contributed to improvement in the economic standard of developing countries steadily over a past half century. However, the 1970s came and it has come to question at the approach of such an economy-first oriented policy from various viewpoints. The environmental problem is one of them. While being exposed of the limit of development system beyond the maximum environmental capacity of the earth, and inconsistency, the reexamination has been approached also about the development loan of multilateral development banks. In this paper, by making a comparison examination between The World Bank and Asian Development Bank, the framework of the environmental considerations of multilateral development banks is modeled.
