This paper tries to examine the characteristics of the new trend of the family policy measures under the Kim Dae-Jung (DJ) Government from 1998 to 2002 in Korea. Particularly its major aim is to evaluate the “true” nature of family policy implications introduced by the brand-new term of “productive welfare (seisanteki fukusi) ” since the DJ Government was launched. For heuristic purposes, the discussions are centered around two basic functions of the family : (1) that of nurturing for “social outsiders”—the elderly, the handicapped, the sick, and the unemployed (2)that of the reproduction and socialization of the children.<BR>The idea of “productive welfare” originated with the British T. Blare Governments' “the third way, ” which characterizes government's least intervention with the exception of public help for needy people. While the Korean government tries to provide a helping hand for the needy class by introducing ‹Basic Poverty Prevention Measure›as a way to upgrade the quality of life of the poor since the national economic crisis of IMF's measures, it is hard to say, due to the lack of efficiency, that the government's aim was achieved effectively.
