At the 56th Imperial Diet (December 1928-March 1929), under the Cabinet of Tanaka Giichi, Seiyukai, the Government party, and Shinto-Club proposed jointly the Election Law Reform Bill of which the main point was to return the electorate system to the former system of single-seat constituencies. But neither party considered that the adoption of the single-seat constituency system was a matter of the utmost urgency. For Seiyukai, it was necessary to absorb the Shinto-Club in order to cope with the future Diet. On the other hand, the Shinto-Club and its leader, Takejiro Tokonami, intended to open the way for a more advantageous reversion to Seiyukai. For these reasons, both parties proposed the Reform Bill and ignored whether it would be approved.
