The Effect of the PR Tier on SMD Nomination Strategies in Mixed Member Systems:Some Evidence from Japan

I investigate the hypothesis that, in mixed-member systems like Japan's heiritsu-sei, parties can gain PR votes by running candidates in the SMD. Using data from the 1996 and 2000 general elections, I find strong support for the hypothesis. I also find two new phenomena. First, the gains from entry do not equal the costs of exit. The relationship is asymmetrical. Especially for new parties, the gains of entry are larger than the costs of exit. The opposite may be true of old parties. Second, I find that new parties gain from running a candidate in two consecutive elections. I interpret these results to indicate that running a candidate in the SMD gives the party a recognizable "face" in the district which makes it easier for voters to choose the party in PR.
