This paper examines the reasons why Japanese Diet members set up home pages on the internet. Analyses were performed from three viewpoints: social attribution, electoral competition, and campaign pledges. The effective factors in the first two models were age, university background, factional affiliation in the LDP, DPJ, urbanization, and electoral system. In single-member districts of the House of Representatives, the significant variables were urbanization, belonging to a smaller faction, and being a DPJ member. In the pledges model, IT, politics, agriculture-forestry-fishing, and a constitution/judicial system came into play. In sum, urbanization, electoral margins and IT pledges exert an influence. Also the LDP took more account of political careers, the margin of victory and university background.
