The 1998 House of Councillors election is called the most typical election determined by voters' retrospective evaluation of government. This article attempts to confirm the above statement, using the 1998 Suikyo election survey data, both (1) in the decrease of the LDP vote and (2) in the increase of turnout rate.As the Suikyo data is a time-series one begining in the 1970's, the 1998 election can be contrasted on survey data with the rest of the elections. On the basis of the Suikyo aggregate data, this article examines (3) the 'i-doshi' hypothesis and (4) discusses about the magnitude of the swings of a set of indicators among House of Councillors elections.
