In 1999 Mayoral Election, voters in Matsuyama City elected Mr. Tanaka to be mayor. He is a former member of the House of Representatives, but it seemed that he had not been able to win. Because he was a new face, and the incumbent mayor got support from many political parties and interest groups. In this paper, I analyzed why the bandwagon incumbent had lost this election.I found the following results. First, Voter's suspicions of contemporary Japanese politics run very deep and some of them thought that Ainori, the bandwagon coalition, is undersirable. But those senses bore little relation to their hopes for a newcomer. Second, The remark of governor and the decision of LDP Ehime branch reduced the number of voters ranging with the incumbent. This remark was one of the most important for the election results.
