1. The character of international relationship is fluidity. Jean Gottman defined the geographical character as the system of relations. This sistem constitutes “iconography” and varies with “circulation”.2. “circulation” means the summary of systems of movements. It is the factor of combining and its function is “deplacing”. The conquest of space by circulation is the conquest of space by time. The nodulous regions of circulation systems grow gradually into the core of circulation. The modes of circulations can be classified as follows: the concentric circulation as the incipient type and the network circulation as the completed type. In special cases, the chain circulation is formed.3. Iconography is interpreted in Gottmans terms as the factor of resistance in the movement. This varies with the developement of mode of circulation and this is based upon the facts of cohabitation. From the facts of cohabitation, the national homogeneity is formed. This homogeneity causes the other national iconography to be refused.4. Political regions can not be identified with the physical regions. The consideration of the structure of political region must be started from the relationships between political powers, that is, from the functional relationships between core-regions and marginal regions. The regional structure is so variable that it must be considered from the relationships between various political regions.
