Regulation of photosynthesis and respiration by CO<SUB>2</SUB> (HCO<SUB>3</SUB><SUP>-</SUP>) is reviewed. Control mechanism of photosynthetic CO<SUB>2</SUB>-fixation is discussed through the kinetic parameters of ribulose-1, 5-bisphosphate carboxylase (oxygenase) and phosphoenolpyruvate carboxylase. Stimulation of photosynthetic oxygen evolution by HCO<SUB>3</SUB><SUP>-</SUP> is also mentioned. Govindjees current investigations have given much informations on this HCO<SUB>3</SUB><SUP>-</SUP> effect and will provide a clue to the solution of oxygen evolution mechanism. Final attention is paid on the effects of CO<SUB>2</SUB> (HCO<SUB>3</SUB><SUP>-</SUP>) as the substrate or the effector of respiratory enzymes on many developmental processes of animals and plants.
