地方発教育改革を阻むものは何か--愛知県犬山市教育委員会の研究

児童・生徒の学力低下が問題視されるようになって，日本政府は全国学力・学習調査状況調査（全国学力テスト）を実施することを決定．2007年，2008年と日本全国の公立学校が参加することになったが，ただ一つの例外が愛知県犬山市であった．前市長と市教育委員会のもと，「学び合い」を重視する独自の教育改革を押し進めてきた犬山市は，文部科学省の競争原理導入による考えを拒否．しかし，数年に渡る紛擾を経て，2009年の全国学力テストに犬山市は参加．この参加を実現させるため，現市長は市教育委員会の委員の入れ替えや自ら指名した委員を送り込むべく教育委員会の定員増の条例改正を実行．こうした騒ぎの原因を特定人物の「不当な介入」とすることは判断を見誤る可能性があり，実際に地方教育行政が一般行政から独立し得ないのは，教育行政制度に問題が内在している．1956年の法改正によって，教育委員は公選制から地方自体の首長による任命制となり，こうした「1956年体制」とも言うべき状態が戦後日本の教育問題の原因となっているのである．As the deterioration in academic skills of students became people's concern, the central government decidedto conduct the National Assessment of Academic Ability (the national achievement test) which had been taken all Japanese public schools in 2007 and 2008 with only one exception, Inuyama city, Aichi prefecture.Under the former mayor and the local board of education, the city has done its own educational reform whichfocused on students' personal interaction rather than the policy of promoting competition by the Ministry ofEducation and Science. But in 2009 the city took the achievement test after troubles which lasted few years. Forparticipating in the national achievement test, incumbent mayor of the city had done the reshuffle of member ofthe board or amended city regulation to increase the number of the board to send new members who appointedby himself. It may be wrong to attribute all this turmoil to 'unjust intervention' by any particular personage butwhat really retards the independence of local educational administration from municipal government exists inthe educational administrative system itself. By the revision of the law of the board of education in 1956, theappointment of the board's member should be done by the head of municipal government instead of publicelection. This '1956 system' had been a cause of educational problems of the post war Japan since then.
