The Bill concerining the system and Management of Local Educational Administration passed the 24th National Diet after a big 'political impact', and in accordance with the Law, the new, nominational system of Board members began its career on October 1, 1956. Then, what were the achivements under the elective system of the old Board of Education Law ? To what extent was the spirit of the law,i.e., the ideal of democratization of education, realized? What patentiality lay in the system itself to cause inconsistences if there were any between the spirit of the law and the practice? To answer these questions, a research was conducted on the former system of the Boardes of Education of local governments (prefecture, city, town and village), especially on their organization and management. In this thesis the result are reported under the following headings : The Attitude of the Elected Board Members The Phase of Financial Set-up The Phase of Human Relations The Channel of Administration
