The purpose of this report is to analyze the decision-making location in the Board of Education and a policy formation process in the secretariat. At first, I examine the decision-making location of the Board of Education from "a rule to depend on commission of authority of the Board of Education". Subsequently I analyze it based on an example about the actual situation of a policy formation process in the Board of Education secretariat. Finally, 1 consider a role of the Board of Education and the superintendent of education - secretariat and a policy decision system in the Board of Education secretariat through these analysls.
