The Trace Theory of Movement Rules that was first outlined in Chomsky (1973) and has been developed in several subsequent crucial works including Chomsky (1977) is a notion which activates the research for the possible syntax of Logical Form with respect to the phenomena of structural overgeneration. Against these camps, K. Hasegawa (personal communication) has been scrutinizing the notion through empirically valid data and found out their serious defects lurking behind, thereby ensuring that we should inquire elsewhere for more natural solutions. Bresnan (see the references) asserts that we should dodge the trace thesis for more descriptively adequate and realistic grammatical theories. In this article I would like to capture a unique syntactic and semantic role of tracedistribution unnoticed so far and envisage an independent system of U-condition involving Proper Binding of Traces via COMP which is immune to certain constraints or conditions held for the domains of rule applications. Under such radical restrictions of the generatively expressive power of transformations as those of sentence core grammar, the grammar will still overgenerate unwanted derived phrase structures massively, since intricate rule-particular constraints cannot be built into specific transformations when we try to abstract general properties of Wh-movement and NP-movement. However, by imposing conditions on the domains of rule involvement together with the severely restricted initial phrase markers and on the output in the level of surface structure by means of Trace-Filtering, we find that of quite a number of possible outputs the filters associate exactly one grammatical output structure in the case of infinitival relatives in which the Wh-phrase originates in the VP of the relative clauses. Both sorts of conditions may, following Chomsky, be related to perceptual strategies with mental computation. Any particular grammar conforms to the principles of UG and expressions that do not conform to the Grammar are characterized as ungrammatical with the pernicious configurations of trace-juxtaposition within C-commanded domain or between the traces of different features as well as the output structures in which the co-indexed distinct traces improperly constellate crisscrossed via ± WH COMP and for COMP. My presentation of the concept of Maximal Filter with U-condition is, I believe, a step toward the construction of Cognitive Linguistics, which will necessarily incorporate the whole range of formal and relational aspects of language misuse.
