It has been reported that TCP Reno cannot provide satisfactory performance in high-speed long-delay network. High-speed TCP and Scalable TCP based on congestion control of TCP Reno were proposed to overcome this problem, and their throughputs have been reported to be higher than those of Reno. However, the fairness between High-Speed TCP and TCP Reno is not considered. In addition, it takes time to enlarge a slow-start mechanism from a small initial window size in large bandwidth-delay product network. In this paper, we proposed a new RTT base Quick-Start mechanism adapted to the high-speed environments. We evaluated the performance of the proposed method by Network Simulator (NS2) and verified fairness among the flows of the same TCP version and TCP Reno. Additionally, the improvements of throughput and utilization have been measured. The simulation results indicate that the proposed scheme can achieve the same or better throughput and utilization than those of Scalable TCP, and keeping the fairness with existing TCP Reno connection as well.
