V. He was forced to resign as Minister of Education (1938-39), although he had a desire to struggle for educational policy. VI. He made efforts to popularize and promote the museum as chairman of Japanese Association of Museums (1940-46). Araki attends to the museum education with his assumption of the chairman of Japanese Association of Museums. His dissatisfaction toward educational system in this period makes his attention turn to the museum. He expects that the museum can be the place where people have practical education, and then he tries to popularize and promote the museum so that the museum can become the educational institution in the place of the school.
