A Study of the background that Sadao Araki (1877-1966) emphasized importance of the museum when he was the chairman of the Japanese Association of Museums (1940), as followings: I. He had a sense of incompatibility to the school system of Japanese modern ages since the boyhood, because of the influence received from his father who managed the old - fashioned private school. II. He was impressed with The International Museum of War and Peace at Lucerne during his stay in Europe as Major or officer from The Japanese Embassy in Sankt Petersburg around 1913. III. He might plan the establishment of a Science Museum in the beginning of the Showa era. IV. He contributed to the advancement of science during his term of Minister of Education (1938-1939) with the first Konoe Cabinet.
