This is a research on effectiveness of internet in the partnership between citizens and local government in regional planning. Homepages of local government become a good communication tool year by year. The function of local government HP is changing from providing tourism information to making relationship between citizens and local government. Yamato city, Kanagawa prefecture, is a good example which make a high-performance on HP.　I found five keys for a good HP and a good relation between citizens and local government. The important keys are comprehension of staffs and a speedy response to an e-mail from citizens by exceeding other rights. But many local governments are struggling for a good HP. Because they don't have good staffs.
