Ryokichi Wakita was a school teacher who dealt with exceptional students at Junpu Elementary School from 1899 to 1907. During this period, he proposed that a special school for exceptional students should be established in Kyoto. The propsal, however, was rejected because there was no model for such kind of special school in Japan. Thispaper describes Ryokichi Wakita's thought on exceptional students during the years between 1907 through 1909. In 1907, he became director of the Special Education Department of Rakusekisha (a private institution for children with speech disorders). At this department, he examined many students focusing on their attention deficits with Professor Yujiro Motora. From 1907 to 1909, he observed the practices at several institutions such as the Takinogawa-gakuen (a residential institution for the mentally retarded) and the special class held at Tokyo-koto-shihangako-Juzoku Elementary School. He also participated many lecture meetings and acquired much knowledge in relation with special education. At the same time, the Ministry of Education issued an instruction which encouraged to establish special classes at affiliated elementary schools. In Kyoto, the committee for special education was established by Kyoto-kyouikukai (an association of teachers in Kyoto), and the committee decided to establish an educational institution for mentally retarded children. The committee requested Wakita to come back and to be a teacher of the institution. He was able to formulate a special education plan due to his wide range of experience and knowledge, i. e. the experiment and manegment at the Special Education Department. Accepting his ideas, Shirakawa-gakuen was established by Kyoto-kyouikukai as an educational institution in 1909. Wakita started his practice for exceptional students at this institution.
