How can you know if it is a welfare community? Perhaps it is obvious to an outside observer, but not necessarily so to those living in it. The issue depends on several points: whether the community has institutionalized not only local welfare and participation of its members, but also supportive networks which do not marginalize those who need them, and whether you can check, by means of a questionnaire, the inhabitants’ solidarity and sense of belonging.
