• This study evaluates a development plan of multi-family residential buildings in Settsu city, Osaka, regarding its contribution to carbon dioxide emission reduction. When such a new development plan is evaluated, a reference value of carbon dioxide emission is set with which the emission after implementing the project is compared. This study proposes two methods for setting the reference value. While the emission reduction ratios calculated based on these reference value have different meaning, the reduction ratios differ by 6% in case of the development plan in Settsu.
