Reading Fluency in Japanese EFL Learners

The purpose of this paper is to determine Japanese EFL learners' proficiency in general reading ability and to identifydifferent levels of reading and ways to develop reading fluency in English. The San Diego Quick Assessment test, tofind the equivalent grade level of American schools, and the Oral Reading Fluency Test, to find the fluency-level, weregiven to twenty-six Japanese EFL students. The results of the tests showed that the independent reading level is aroundkindergarten or first grade. The instructional reading level is between the second and the third grade and the frustrationpoint is between the fourth and the fifth grade when compared with American schools. By the results, it can be safelysaid that EFL students need more instruction for reading improvement. Easier reading materials should be provided ifthere is no instruction. If an instructor is available, the students' target level should be the instructional level.
