International Organization for Standardization ISO 12100 defines safety as "freedom from unacceptable risk". Management of manufacturer is governed by the safety principles on the risk-base that they should produce and supply their product according to the requirement of risk level to be tolerable. On the other hand, designers respect the designers' principles that hazardous machine may be permitted to operate only when safety is confirmed and the operation should not be permitted while safety is not confirmed. In this paper, safety on designers' principles effective in Europe as "machine operation based on safety confirmation" are recognized as the positive safety and discussed on productivity to be expected with respect to positive safety principles.
