In the English educational system, the tripartite secondary education system introduced by the 1944 Education Act was replaced by a comprehensive school system established by the "10/65 circular". Later, in the 1988 Education Reform Act, the grant-maintained schools introduced by the Conservative government became separate from LEAs. In the process of making the above changes, various arguments have been made at each of the key turning points. Such key points include the decimation of the comprehensive school system, the policy of putting Grant-maintained schools under the jurisdiction of the Department of Education, and the expansion and diversification of selection. The present government called New Labour has made education its first priority and is promoting vigorously the establishment of specialist schools in the secondary education sector. Actually, these schools numbered 1953 schools in England by 2004. This type of school has come to occupy 62% of the maintained secondary education school sector in England. This type of school must be examined, because the government considers it to be a modernization of the comprehensive principle. Therefore I want to consider the policy, theories and the present situation (which are seldom comparatively studied) in this paper.
