Kobo (open recuruitment), a popular candidate selection method (CSM) in Japan, has often been used by political parties to portray themselves with a positive image of open and accessible parties. In reality, houwever, the selection processes of the centralized version of kobo, whicih was typically adopted by relatively young Japanese political parties, lacked transparency in most cases. This paper was shows that adopting an open CSM in the form of centralized kobo did not entail intraparty democratization in terms of expansion of participation in the decision-making prosess, by revealing the reality of a well-knouwn example of the kobo system adopted by the Democratic Party of Japan (DPJ) during the first decade of the twenty-first century.
