This paper will take a look at student mobility in the European Union and in France. Student Mobility is expected to have a significant role to play in the development of the economy, especially in our knowledge-based society. The number of students enrolled abroad around the world is about 3 million, and this outbound mobility rate is increasing continuously along with the number of students. The inbound mobility rate in Europe is at 7%. However France registered an inbound mobility rate above 14%, less than the 22% rate of the USA. The Bologna Area (48 countries of Europe) set an objective to increase the percentage of this rate to 20% by 2020. To attain this objective, each country need to make a concrete policy for transnational education of higher education. The French government is trying to make a bilateral convention with African, Arabic and Asian countries, including transporting a French university to the Third World (especially in the French community) to promote French academic culture and to recruit master's and doctor's programme students.
