The CIE mesopic photometry system has been recommended to take into account the Purkinje effect to photometry. It can enable to design more energy and/or visual efficient lighting. A remaining issue for implementation of the CIE mesopic photometry system is definition of adaptation field to determine the luminous efficiency function. For the definition, effect of surrounding luminance to adaptation state at a peripheral task point should be taken into account. Vision experiments by authors have measured the surrounding luminance effect by measuring luminance contrast detection thresholds at three adaptation conditions, which have different luminance distributions. The results show that the adaptation state depends on local luminance mainly and the surrounding luminance has only small effect. However, the results suggested that the surrounding luminance effect could be larger than the veiling luminance calculated by the CIE general disability glare equation, which is to predict the veiling luminance at fovea. Therefore, further studies are needed to evaluate the effect of high luminance source, such as luminaires and oncoming car headlights. For scenarios that have relatively uniform luminance distribution, the adaptation field should be defined as critical task area for each scenario.
