Japan experienced an unprecedented electricity crisis in the summer of 2011 due to the earthquake and tsunami. The government urged companies and households to cut the peak level of electricity consumption by 15 percent compared to the previous summer level in the eastern Japan. As a result, electricity consumption was significantly reduced in society as a whole and led to avoid the blackout. We consider effective measures to promote the saving during peak hours of electricity, and also discuss the policy implications of programs aimed at promoting energy efficiency from the long-term viewpoint. The smart grid accommodates a greater emphasis on distributed energy resources and demand response to support integration of renewable energy generation.
