On Workload Reduction of IMS in Severely Congested Situation

When a major earthquake struck Japan, most of the mobile telecommunication operators restricted call setups originated by user terminals, by enforcing the call control. Their users frustrated the unavailability of phone calls. In this paper, we propose a solution for increasing transaction capacity in IP Multimedia Subsystem (IMS) in the case of obtaining computational resource from the newly-added servers. We specify how to control the rate for user equipments to change the overloaded call session control servers to the light-load one with monitoring the workload of servers.
