As one of the Regional Seas Programme launched by the United Nations Environment Programme, the Action Plan for the Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific Region (NOWPAP) was adopted in 1994 by the four Member States, namely Japan, the People's Republic of China, the Republic of Korea and the Russian Federation. NOWPAP includes integrated planning and management of the marine and coastal environment as the objective, and enumerates identified activities relevant to them. However, these activities hardly tackled until now. Implementation of these activities is a future subject. On the contrary, in the mid-1990s, the coastal states surrounding the Mediterranean Sea adopted Action Plan for the Protection of the Marine Environment and the Sustainable Development of the Coastal Areas of the Mediterranean and revised Barcelona Convention which was incorporated integrated coastal area management, taking into account the results of the developments such as the United Nations Conference on Environment and Development. And Mediterranean States are drafting the Integrated Coastal Area Management Protocol. This Protocol is likely to be adopted in 2007. In Japan, the Government determined the guideline for the development of the integrated management plan of coastal area. This guideline has the intention of a local public authorities adopting the plan. In this paper, these are analyzed from a viewpoint of the ecosystem approach. If based on this analysis, it is desirable to take more powerful measures, including legislation for integrated coastal area management.
