In the Japan Sea Rim Region, the problem of "the remnant of the Cold War" is not yet overcome. It is partly because the existence of the powerful socialist governments and partly because the lack of any international system for mutual reliance among various nations and countries around the Japan Sea. Can we find out a new way to regional mutual reliance from the thick international activities by local governments in this area? "Glocal" world structure together with the three power actors and two non-power actors is discussed as an effective concept for world peace strategy. Community based Development Initiative(CDI)is defined as the new international role of the local governments in connection with the social development and human development which constitute the infrastructure of peace. To establish a strategic policy for the "local government diplomacy", 3 of 6 categories of international activities (exchange, cooperation and networking) are introduced and discussed along the step of its development. Among them, the difference of character of the cross boarder networking between Europe and Japan Sea Rim is important. The initiative of local governments in Japan Sea Rim international activities seems to have potential which may lead a new way to regional international reliance.
