• This article studies that clarify the issues of marine product processing industry in the process of recovery from the Tohoku Region Pacific Coast Earthquake in 2011,in Kesennuma City and Ishinomaki City, Miyagi Prefecture. In the result, considering the lesson learned from recovery process of Chemical shoes industry that suffered much damage from the Great Hanshin Awaji Earthquake in 1995,and conditions that Japanese marine product market is getting more global competitive and shrinking because of Japan's declining population, we found this is the very reason why the current marine product processing industry to be changed: (1) SME's management strategy: make a major shift from cost to product differentiation and (2) restructuring industrial agglomeration: underpin the industrial competitiveness of marine product processing industry.
