EANET is the network to monitor the acid deposition in East Asia. When the network was built, there were two different problems. One was a historical problem and the other was economic differences. Among countries, nevertheless, EANET has advanced without losing countries. The subject of this research is to clarify what friction exist in the process of forming EANET organization and in what way these frictions have been overcome. Most studies on environmental issues in the area of international relations focus on the organization formation based on a certain extent of consensus of the need to cooperate. The subject of this paper, EANET met discord in the very early stages of the regime formation, where the biggest obstacle was conflicting interests in areas other than environmental issues. This paper considers the requirement for a environmental organization by studying how regional problems have been solved in the process of EANET taking into account of the situation in this region.
