The objective of this paper is to analyze the attributes of exchanges and cooperation through NEAR (the Association of North East Asia Regional Governments), a representative cross-border cooperation organization in North-east Asia. It especially focuses on grasping the circumstances of joint projects through NEAR, and on examining some factors of membership expansion to the transition countries lagging extremely behind in decentralization. The paper found that the joint projects through NEAR have been stagnating in terms of quality, while they got diversified and broadened into several areas. It also indicated that, behind the background of geographical expansion of NEAR, the transition countries are promoting external strategies to engage in Northeast Asian multilateralism under developmental policies jointly pursued by both national and local governments. Thus, taking the tendency of NEAR's activities to be linked with international relations in Northeast Asia into consideration, it may extinguish the characteristic of diplomacy by local autonomy promoting citizen-level exchanges across national borders. In order for NEAR to contribute to the construction of the Northeast Asia region order hereafter, it will need to accumulate the number of exchanges within the organization and to increase the bilateral citizen-level exchanges between NEAR members by involving the lower-level local governments.
