It is not easy to create a new business, in a social field which the market mechanism would not work well. Especially, a social entrepreneur has difficulties in gaining money for initial investment. Here shows the process of how a social entrepreneur creates a business out of social needs. From two cases, creating values for two types of customer is a key factor.
