Although it has been said that policymaking process of Japanese government is lacking in transparency, to be a kind of black box figuratively, however, preceding studies have been done to bring out its characteristics objectively.This paper attempts to analyze the policymaking process when Japan acceded to “Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal” in 1993. Because the process included the establishing procedure of Japanese national law which was needed to fulfill the obligations of the Basel convention at the same time, policy adjustment inside of Japanese government became complex, and went with quite difficulties. This case shows the characteristics of Japanese policy formative process strongly.
