Recently the academic ability of university students has dropped in quality. There are several causes for this. First of all, it is the result of Yutori education policy, which has led to the decline of educational quality for primary and secondary schools. Secondly, after the 1990s, various university entrance systems were introduced in private universities. Thirdly, because of the radical decrease of the population of 18 year olds, most of all applicants are able to enter university. As a result, the number of students who have poor English ability has increased. To solve this problem, remedial (developmental) education has been the focus of recent. The purpose of this study is to investigate the causes for the change of academic ability for university students, then, to analyze the remedial (developmental) English textbooks and computer software which are used for CALL or e-Learning to discover academic inquiries how to teach English effectively to students with low ability. Finally, the role of English textbooks and computer software are considered.
