The question, "What are the purposes of foreign language teaching?" has been frequently addressed and answered from various points of view. In this article, the main purpose of English language teaching is considered to be the development of communicative language ability in English. In an attempt to realise this purpose, this article first examines what constitutes communicative language ability and, following Bachman (1990) and Bachman & Palmer (1996), takes the view that communicative language ability consists of four autonomous areas of language knowledge, namely, grammatical, textual, functional and sociolinguistic knowledges and strategic competence which relates the language knowledge of an individual to his/her knowledge of the world and the features of the situational context in which language use takes place. Based on this theoretical consideration, this article suggests the need for an English curriculum which has two main components; one is the component of developing language knowledge, consisting of grammar, textual and pragmatic knowledge development areas, and the other is the component of developing strategic competence. This article also argues that the content of each area in the language knowledge component, and of the strategic competence component should be organized based on their own unique systems of concepts, rules and principles. For example, the content of the area of grammatical knowledge development should be in accordance with the grammar system of English, and the content of the strategic competence development component should be according to the system of communicative activities. As a practical example in the area of teaching grammatical knowledge within this proposed English curriculum, a lesson plan for English article system teaching is presented. This lesson plan was designed on the basis of a theoretical examination of the English article system and on a hypothesis of a possible learning process on the part of the learner. This plan was carried out at a junior college and the results have been analyzed. The results show that teaching English articles as a system is more successful than currently employed ways of teaching article usage in which only temporary explanations are given for each usage in context.
