In this paper, we closely examine the recruitment and training methods of skilled workers by focusing on a particular region and a case study on the furniture industry-an industry that is a prime example of extreme fast growth during the high-growth period after the war. In the Bingo-Fuchu furniture industrial area, which has been chosen for this case study, some medium-sized manufacturers have established their businesses with a clear high-quality product strategy, and they have planned to restructure their production system in order to include the level of skills and versatility found in traditional handcrafts. However, this is being defined mainly by the specialization and technical innovations in the design departments. In this situation, the graduates from vocational teaching schools and industrial high schools have been placed in jobs as human resources that could potentially be compatible with the abovementioned kind of new production system. This clearly reflects the relative importance of skilled workers in the labor force of the industrial area in addition to their recruitment and training efforts. In particular, with regard to labor market for the Bingo-Fuchu furniture industry, there is no great dependence on fresh junior-high graduates, but there are many skilled workers with standard technical education gained by graduating from a vocational training school or an industrial high school. Miyazaki and Kagoshima in the Kyushu region and Shimane in the Sanin region were distinctly important sources of these workers. In order to recruit these human resources, the medium-sized manufacturers began to independently conduct routine recruitment activities from an early stage, which eventually led to the expansion of the overall industrial area. Furthermore, OJT and off-JT have aligned and organized their system, thereby developing skilled labor training. This has led to the progression of restructuring the once "tradesman-oriented" structure of production.
